In March 2019, Hainan Province issued the "Hainan Province Clean Energy Vehicle Development Plan," which set a goal to ban the sale of gasoline vehicles across the entire province by 2030. The plan also aimed to achieve comprehensive adoption of clean energy vehicles in the public service and social operation sectors, and a 100% share of new energy vehicles in the private vehicle sector. The plan emphasized the construction of dedicated charging infrastructure, including dedicated charging stations at residential parking spaces, internal parking lots of institutions, and stations for public transportation and taxis. Additionally, it called for the establishment of public charging infrastructure as a complementary measure, including charging stations at urban public buildings, public parking lots, and temporary parking spaces, as well as intercity fast charging stations, battery swapping stations, and fast-charging stations at highway service areas. The plan encouraged the application of innovative models such as battery swapping and vehicle-to-grid separation in special sectors such as taxi and rental services. It also aimed to incorporate land for centralized charging and swapping stations, gas stations, and hydrogen fueling stations into the land supply for public facilities.
